SQ-80 voltages on Tip, Ring. Sleeve of Expression pedal

On my SQ-80 when you measure the voltage on the Sleeve to Ring I get about 11.88Volts
But when I measure the Sleeve to Tip I get about -1V.

Is this normal or just my VMM charging the input caps to the CV input somehow?
